As nice a frame as it is, seems pointless to get it professionally re-sprayed unless you want to take the frame to bed! Once the hoop is fixed, mask off the areas affected by the brazing torch, rub down,prime and then spray. At least that keeps the price down. That frame is savable but it'll take patience, effort and sourcing a friendly/helpful/cheap brazer/frame builder and it does look worth the effort.
