I've done a bit.....if you can get it to me, I'll do it for cheap.....what sort of etched are we talking? If its a campag, you can leave those intact quite easily. If the scratches are very deep, it's harder, as you have to remove material to get the shine. It's also not advisable to polish below the point that you need in the seat tube......it can cause slippage.
Here's a veloce triple I did the day before yesterday....
And here is a pantographed pinarello that I did....this was very badly scratched, and you can see how bad it was below the min insertion.....I had to do a bit of polishing to it, but couldn't get it completely out, as it would have changed the diameter of the post!

I would need a stem, bars (only around the clamp sleeve though) and cranks polished, probably a chainring too..
