Touring double would have a much smaller inner as well as outer (28/44, 30/46 and 32/48 from the top of my head).
There's very few manufacturer that actually make proper double touring crankset, Sugino is the only one (AFAIK) that make an external BB version called the OX801D Compact Plus+.
