Is it time to start calling out bad cyclists?

not sure if there are definitive cases etc but shurely the peds have right of way rule doesn't apply when people "start to cross" in such a fashion as you'd have to emergency stop (whether in car or on bike) to let them pass?

The 'pedestrians have right of way' rule goes alongside the 'pedestrians shouldn't shamble mindlessly out into the road in front of moving traffic' rule and is intended to apply to pedestrians who can manage the complexities of the Green Cross Code. Many of the pedestrians round here obviously find the Green Cross Code too intellectually demanding, however.

Like the old fart who, while shambling down the middle of the road the other day, shouted at me that I should 'buy a horn'. Apparently that way I wouldn't surprise him by cycling along the road, as he wandered down it.
