not sure if there are definitive cases etc but shurely the peds have right of way rule doesn't apply when people "start to cross" in such a fashion as you'd have to emergency stop (whether in car or on bike) to let them pass?
or those roads where anyone intending to cross stands 1m out from the kerb anyway? whitechapel high rd for good example
