Autosol+wire pad for mild rust.
Wire brush/sanding paper for bad rust that won't come off that way.
Then cover up and protect with items suggested here. Check inside of frame if you can to ensure there's nothing untowards inside.
Kurust from Hammerite kills surface rust...but it does turn it black which you may not want.
