Couldn't find anyone who could touch up the paint work without affecting rest of the frame so in the end decided I'll just rub down rusted areas and lacquer over for protection. It needs to be ridden and now with full DA and alesa chaser wheels, it looks like a "riders" bike, including all patina and paint scuffing. Hope I made right call.

Considered one of those mobile SMART car paint/wheels services?
They could prep, neutralise and blow that all in for a few quid. -

Went to one "chips away" type place in pompy but either didn't understand what I asked or didn't want to do it, but either way, said he would need to mask areas and will need to paint over more than just affected areas. Others promised to do it but would let me down on dates and times. So in the end I just decided to get it built and ride, and will consider full paint job later in year.
I've already emailed him but got back no rep,y. I assumed did not know English or had expired
