No, It would also be arrestable for him to, for example, keep it in the glovie. In fact people have been arrested and successfully prosecuted for carrying camping knives when they were going camping, being told that they should have bought a camping knife once they reached their destination.
Frankly I think knife law and its interpretation is currently total overkill, and particularly as it seems to do nothing to stop total cunts like that from having them.
