Looks a lot like fraud. It seems to me unlikely you know rake angle etc of a mint pair of forks but you don't know where they came from. Possibly an innocent mistake like helios but more likely a rather excessive bending of the truth.
Bad sign when pretty much all of someone's interactions on the forum are sales anyway.
