Rincewind, you can actually use a clear powdercoat over a regular powdercoat, you just have to put the clear on when the frame is still hot from the oven. I've even done it with different colors with success.
About the times, Robert initially said the frame would be ready in early January. Since then, he's said that "it will be ready at the end of this week" about 5 times. Quite frankly I don't trust a word out of his mouth (keyboard) when it comes to time. mine is now almost 3 months late. What sucks is that it's a fatbike frame and we won't have any snow soon.
