This got me wondering. I've been looking and the best I came up with was what I think are the commissaire's guidelines:

but there's not much I can make out about the specifics of the frame rules, apart from overall pedal clearance.
The NJS framebuilders are on a register so I guess they're inspected/tested before they're certified. Someone got bumped from the approved list a few years ago when some forks of theirs failed, didn't they? Vivalo, possibly?
