Ha, don't be mean! Folks used to ride their track bikes to the Tracks and often fitted a brake to do so... I'm planning on riding mine to Herne hill first LFGSS track day.
Anyway, nope, they are from burs in the stem which have since been cleaned. A couple are deepish but I have polished most out, will get pics soon...
