Some rivers you need a licence some your don't, only one I know for sure is the Norfolk Broads where you have to pay something like £15 for an small craft.
I don't think you need a licence for the tidal Thames but the Port of London Authority are the people you would have to speak to. Putney would prob be ok to launch, plenty of rowers about should you have any difficulty, tho they might get pissed off if you get in their way. Tidal flow is still quite fierce there so check the tides first.
