I imagine you'd be looking at a custom steel frame or titanium. Not many steel frames weigh less than 1.5kg, and track frames with horizontal drop-outs tend to concentrate on stiffness rather than weight, which also explains why sub 1kg track frames are rare beasts. Of course not every bike with horizontal dropouts is a track bike, but lightweight (and therefore expensive) FG/SS bikes not designed for the track are a market that I suspect is too niche for the larger manufacturers to be interested in. At the moment.
A titanium SS/FG frame should be under 1.5kg - but it won't be cheap. Alternatively Enigma do the Edge frame, which I imagine would be pretty light, but that's a grand for the frame.
