Well, I'm no expert, but look at "softtail" mountain bikes, with carbon stays designed to flex.
or my MTB, with a carbon rear triangle designed to flex.
Not sure what comes down to the layering and type of epoxy.. Can't hurt to give it a go and when will you have another chance to enhance a steel frame with crabonz? I like to experiment...
