Transport for London is responsible for implementing the Mayor's Transport Strategy for London and managing transport services across the Capital. Services are wide and varied, and include Streets Maintenance, London Buses, Taxi & Private Hire, Cycle Hire Schemes, Underground & Overground Rail and River Services.
The role
Based at our modern Palestra building in Southwark, you will deliver technical input and expertise to develop cycling policy & delivery priorities. Your proven technical expertise will identify & develop programmes of work to deliver our required cycling outcomes.
Key Accountabilities
Lead on the provision of technical inputs for delivering evidence based cycling policy & aligned stakeholder outcomes for a portfolio mode / priority area, in line with the Mayor’s Transport Strategy (MTS), TfL/Surface Transport’s strategic objectives, and both national and international best practice, guidance and legislation.
Ensure the highest standard of technical cycling policy inputs, translating new and changed national & international technical legislation - make recommendations to the Senior Delivery Planning Manager and Principal Delivery Planners on key technical policy development.
Work with Senior Delivery Planning Manager, Principal Delivery Planners and others across the organisation to develop and consult on the revised London Cycling Design Standards document.
Highlight new and emerging technical cycling issues and recommend to Senior Delivery Planning Manager and Principal Delivery Planners the commissioning of appropriate data analysis, research & pilots.
Support the development of the improvement programmes across the Surface Delivery teams (inc. Planning, Roads, Traffic & CCTE), including technical assessment; and support programmes through their delivery lifecycle as required.
Support the Senior Delivery Planning Manager and Principal Delivery Planners in providing appropriate responses on cycling portfolio policy issues to external stakeholder enquiries and consultations from the media, Ministers, MPs, Councillors, Mayor's Questions, Freedom of Information requests and members of the public.
Develop and promote technical policy standards, guidance and advice relating to cycling. Provide technical advice on cycling & disseminate best practice.
The job holder supports the development of Delivery Planning’s policies and their outputs and advice supports recommendations (made jointly with the other Senior Delivery Planning Managers) to the Head of Delivery Planning on the budgets to be allocated to Surface Delivery teams via the TLRN Improvement Programme process and to Boroughs via the Local Implementation Plan process.

Knowledge
Relevant qualification at degree level or higher and/or professional membership / qualification of a recognised professional Institution (e.g. ICE; IHT; CILT) or equivalent experience.
Broad knowledge of emerging best practices in transport, traffic, public realm and urban design.
Technical knowledge relating to cycling, including recent developments in cycling infrastructure and design standards.
Skills
Strong analytical skills, experienced in interpreting research and analysis to inform policy development.
Specific technical skills relating to cycling, including recent developments in cycling infrastructure and design standards.
Skilled problem solver with a willingness to work flexibly, including working in virtual teams, and positively in meeting TfL and Mayoral objectives.
Good oral and written communication skills, with an ability to work and think accurately in high-pressure situations
Experience
In depth experience of working in a technical cycling-related area
Experience of translating transport strategy and policies to determine implications.
Experience of developing and assessing business cases
Experience of developing evidence based transport policy and best practice to deliver strategic objectives
