drill a hole or just make it into a tear drop shape. its difficult to measure inner diameter using the seat tube cluster, its usually +/-.2mm range
you probably already have or can get a cheap/free 25.4mm, you could get lucky with that,
Id recommend buying a kalloy 26mm and use that to determine if its 25.8/26/26.2
