Probably a good idea to drill a hole, but someone has already buggered things up a bit by using a too small seatpost and tightening until it stopped moving. Maybe drill the hole and then try to work the correct size seatpost into the seat tube? This would mean finding out the correct original size I think or you could take a guess at 26 or 26.2.
