theres gonna be several steps
having a new velodrome seen as an area wide/ S/W city unique feature for the city.
getting programs written to serve the needs of the population that are/ travelling to Newport/ elsewhere.
linking the area B.C staff/coaches in to earmark session delivery.
and more foundational hooks to persaude the head person in lstf team, go straight to the organ grinder or youll spend years emailing / talking to people.
jumping through the multitudinous hoops of procurement that come with every bit of council cash awarded.
