That just means you dont know things :)
The frame is a Cinelli Pista from 1965-1968. Serial number 7741, and well, 7738 is '65. Will be "restored". The photos lie a bit, the paintjob had a very orangey texture, and the edges of the brazeons were touched up quite badly.
