Think about how far you have to move you feet to move your whole body a given distance. That gives ambulatory progress a gain ratio of 1, so your pedals need to be travelling at the same peripheral velocity as your tyre tread. 700c tyres are about 340mm radius, so need to gear down by ½ to get everything going at the same rate.
