Stronglight made a 38T chainring in 74mm BCD, this was predominantly to make a half step triple for the Mavic 631 'starfish' racing cranks. I had two new ones but sold them on ebay about 3 years ago for peanuts.
Tbh you would be really hard pressed to find another 38 but keep an eye out on ebay.fr. just type in 74mm and 38 obviously plus from the drop down search options to include description (Titre et description)
You might also want to have a look on some of the French cycling forums using .fr in the search function on google plus choose French as the language
