Doesn't really matter, a good set of cone spanners has both sizes.

I'm on a tight schedule (trying to get parts/tool to my friend before she visits next week) so I just bought four double ended Park Tool cone spanners, two 13/14mm and two 15/16mm. All bases covered! And the ones I don't need I'll donate to my local Kenyan bike mechanic, the incredibly athletic Mike Otieno.

My set has one 13/15 and one 14/16 so you only need to buy 2.

Yes but its MUCH easier to use two cone spanners rather than one cone spanner and one big spanner, so it's handy to have two of each size.
You tighten the hub with your first guess, then:
- if it feels tight pull both cones outwards into the lockrings
- if it feels loose tighten both lockrings in towards the cones
This saves ~15 minutes of faff.
- if it feels tight pull both cones outwards into the lockrings
