Uh. You have a 559mm tyre on a 650c rim? At least one of your statements is incorrect; 650c rims are 571mm.
The tyre you linked to is the same size as your existing tyre, that is, it is 559mm (albeit 3mm wider - 28 rather than 25). So if your old tyre fits on your rim, this one will too - but your rim isn't 650c (I would be very surprised if you could stretch a 559mm tyre onto a 571mm rim).

The tyre I have on it which was on it when I bought maybe 3 years ago
is def a 25-559 I guess I'll buy the one from ebay if it fits then I'll be happy -
