That fork crown was pretty common on mid-80s/early-90s Raleighs; at least, I've seen a few of them. Don't remember anything about the lugs though!

If you're wanting to tell whether a frame is 531c or not, a 531c frame will always have a 27.2 seatpost (or more correctly, a 531c (or comparable quality) seattube will always take a 27.2 seatpost, and a frame with a 531c seattube will almost certainly be 531c throughout).
That seems a bit general. Are you saying that if a frame takes a 27.2 seatpost, then it is 531c throughout?

I had one of these Raleigh babes and it was shit hot to ride. t'was equipped with Campag chrome dropouts though and a silver fade to purple colour scheme.
I see yours still has the Gerald O'Donovan transfer on the seat tube.
Brings back happy memories

No; 531c = 27.2 seatpost, but 27.2 seatpost =! necessarily 531c. There are other tubesets that take 27.2 seatposts, and a 27.2 seat-tube is not necessarily indicative of the quality of the other tubing (although it usually is).
That said, I did just discover a frame with 26.4 seatpost and an original 531c sticker from a respected builder. First time I've ever seen that. Mind = blown.
Not that it really matters, to be honest.

A very nice Raleigh 531 C Luxe frameset . Built in 1987 at the Raleigh lightweight products division , these were only available as frames ,not complete bikes ,not to be confused with the massed produced stuff , this is a true hand built frame.
Measurements;
seat tube centre to top 62cm ( 24.5")
top tube C-C 57.5cm
rear width 126 mm (7 speed)
Being the 'Luxe' model this frame has a top spec;
531C main tubes with 531 Pro fork blades and back stays
Cinelli cast bottom bracket shell
Bocama cast seat lug and fork crown
All braze on's , including chain retaining pip and double bottle bosses.
Gipemme forks ends with adjusters
Includes Shimano headset
This frame was professionally refinished in 1991, but has seen little use since then , a few marks , but no rust , absolutely no dents or dings and is dead straight .
Frame has been professionally prepared , all threads have been chased , the BB shell has been faced , the seat tube and steerer have both been honed.
