  • But none of that counts as traffic. Traffic is reserved by the press and planning officers for referring to motorised modes of transport. All other forms of transport are not traffic and do not need to be factored into anything.

    Therefore the river will be traffic free since the only other people using it as a thoroughfare will be pedestrians, skaters, dog sleds and people on bikes. None of which counts as traffic, merely a parasite on the pocket of real traffic.
