If you're riding fast and you get pedal overlap you're turning your bars too much.
If you're doing poser trackstands outside tesco and you stack it, then fair enough.*
I wear size 48EU shoes and get pedal overlap on my roadbike and trackbike, I can even get bloody heel strike on my rear derailleur if I try.
Worrying about pedal overlap isn't a reason not to ride a track bike and ride a slack conversion, especially when you have a selection of 1000's of nice frames to choose from at your size/height.
Pedal overlap is overrated non-issue.
