There really aren't that many nice bikes that get removed. In the past the charity I used to work for had a reciprocal arrangement with the YMCA and we'd get to cherry pick some of the better bikes for our projects. But really, it's mostly crap.
Apart from YMCA/Council staff syphoning off the odd nice bike, they all go to the YMCA project.
