Yeah everything but the frame/cranks are gone.
If the lock was bigger I'd drive down with a car-jack and pop it off.

My theory:
The fact the pedals or gone and not the chainset (which can be removed with one bolt?) leads me the believe the owner has lost their key and is stripping it before anyone else does while waiting for a new one if they have kept the key code or the chance to cut the lock off

Come to think of it I'm not so sure.
I have a set of these and the large allen you need might not be part of the standard thieving-kit.If this had been mine I'd have gone straight down to HSS and got a cordless grinder rather than leaving it to get stripped and filled up with water.

Saw it today. Bars are gone. I think it must have been a drunken lock up. Ommmminooooms still there.

Maybe it was a drunk lock-up because their chain broke. Either that or they had a loose split link.

If you got drunk and locked up your grey Brother Cycles fixed-wheel on the bike stand at Kingly Street and Fouberts Place you better go unlock it quick.
I have admired the bike when walking through a while back but didn't realise it had been lost/abandoned.
Wheels/seat+pin/stem+hbars are all gone, you better hurry before the frame and cranks go too.
Poster-child for how not to lock your bike and the consequences.
