Ok then, had a few pms asking so here's how...
Wait for the first ball to be drawn (in original sequence, not post sorting) that is 10 or over - the second digit of that number is the first digit of your answer.
Then, the next ball to be drawn that is 9 or over in the draw - the second digit of that number is the second digit of your answer. If 9 is drawn, then it is take to be the same number as the first digit.

I reckon the easiest for this is probably a raffle ticket draw by an independent person at a public event - Herne Hill would work very nicely if everything is sorted by Tuesday. Filmed and posted would be great.
The lottery balls idea has the advantage of being instantly checkable and clearly independent, but things like the requirement for '9 or over' for the second digit are not immediately intuitive - well, it took me a while to see the logic for it, though I think I get it now.

Why not make a video of the lottery sortition and post it on Youtube, so everyone can be sure there was an actual sortition and that it was a fair process ?
