My uneducated guess would be that the wall of meat that is Hoy isn't too concerned about the aerodynamics of his elbows, more with their ability to force anyone trying to come around him that little bit further up the track.

the funny thing is they are concerned about how aero his elbows are,if you look at the picture you can see a dark blue seem which is a feature of there new skinsuits, its acts a bit like a fairing almost so it splits the air before if goes around the arm, if my memory is correct
