    Transverse oval tube brazed in to bridge across the cut outs. If you were ship building, it might be worth making the structure complex to improve stiffness/weight, but at the scale of a cycle tube it's much better just to vary the wall thickness and, if you're trying to make it anisotropic, tube shape.
