I went to The London Bicycle Workshop on Clerkenwell Rd to cut my bars and they were very helpful and cut em' immediately on the spot for a tenner. Not the cheapest option I'm sure but they got the job done quickly and professionally.

Halfrauds is a good place for cheap risers.

The general rule we use is have the bars that both provide easy breathing (when in drops) and desired handling. Hope that helps, personally I find that extremally annoying when your hands are too stretched to the outside when in drops...
