looks like a nice frame, and would definitely be more fun when ridden
if its chromed underneath, just like the head tube, you are lucky too.
have a look at that bulge at the downtube/headtube junction though, I may be exaggerating, but it does look like something that should be investigated
re:repaint, keep in mind it may be difficult to source the seattube decal, unless you are not too fussed about it - imo only the forks could use a sandblast, and these are easy to re-create too.
but first of all, why you dont like anchor graphics? :)
