So the FA consider being gay a bad thing? So much so that to call someone gay is an insult. Would he have been fined for calling Enrique straight?

While you could argue that he was just making a statement, I think given the tone of the tweet, it's fairly obvious he's trying to use it as an insult (and some people, like it or not, might take it as an insult), in which case the fine is justified.
