I would look at something with decent tubing first and foremost. Look to Spend around £100
Crank, I'd suggest a Sugino Messenger, around £30 used in decent condition.

Nitto/Cinelli Stem £30 used
Nitto/Cinelli Bars £20 used
Campagnolo Brake Calipers £25 used

Headest, Dia-compe £15 or Campagnolo Record £50 (your choice).
Brake Cables - £10 new
Chain KMC Z-410 £6
Total £323 or £358 (with campy headset)
You should be able to get this down by hunting out a frame and forks for around £50 though, they do exist.
I forgot pedals, you'll have to push it around.
