Legally you can hit them, as long as you hit them waist down... like in rugby. No tackles above waist.

what happens is you'll prob get injured if youre lucky, dead if youre unlucky. this situation can be avoided by having a brake on your bike. you cant stop people being bad drivers, but you can stop your bike

Actually (at least according to sheldon) you only need one brake to have the maximum stopping power (although that one needs to be on the front wheel)...
The reason for having 2 independent braking systems is in case one fails.
