Brakes on Fixed Wheel Bikes

Is it not a legal requirement to have at least one front brake on a fixed wheel bike? **If that is right what happens if you have an accident eg someone turns in front of you! **The resulting collision would in part be your fault?

what happens is you'll prob get injured if youre lucky, dead if youre unlucky. this situation can be avoided by having a brake on your bike. you cant stop people being bad drivers, but you can stop your bike
