I've seen a guy round west london running a front brake on older campag track wheels, possibly shamals. no braking surface isn't the end of the world. Why you'd want to run really heavy track wheels round town I'm not sure though, surely some much lighter handbuilts with sealed bearing and lighter rims would be better if you want tubs? look cool though.
