each one. they're big, exceptionally well made and sturdy. Thicker and stronger than ortlieb. They have a much more fiddly buckle system, but if you didn't know how easy ortlieb is then you wouldn't care. I think £30 for the pair is a great price. I don't know OP, btw. I bought them from http://www.amazon.co.uk/Avenir-Waterproof-Cycle-Pannier-Litre/dp/B001IH4RZI for £50 the pair when they had a random half price sale, supposed to be £50 each.
