An assumption of vandalism is fallacious.
Nice frame btw They don't make those anymore.

1981 21" Witcomb frame, in Dyno rod orange/red, 531 tubing (i'm assuming this based on the seat post size being 27.2mm and thats a typical tube set for these), Campagnolo drop outs on the frame and fork, comes with a shimano bottom bracket but i can't say if the BB is any good or not having never used it.
the seat post is stuck in, i tried gripping it with pliers but didn't get very far. will probably need more force and knowledge. could do with a good clean too.

It has chips which can be seen in the photo, the worst 2 have dented the top tube slightly, see pics.
