Not that many steel frames have the front fork eyelets for lowriders aside from the later Galaxy's and a few others however you can buy universal fit lowriders that fit straight to the lower mudgaurd eyelet (or even spare eyelet) and clamp to the fork legs.

I'm a bit puzzled: that bike has a 56cm TT (ctc) and a 53cm (ctt) ST, yet you say it's too small? Those are the requirements you listed above. Surely a cm too *small *in the seat tube is something you can live with on a tourer? How was the previous frame too small?

The Dawes up there is a 52cm ctc, which is what I have and is too small for me... I am now after a 54cm ctc.
In old money, I could probably get away with a 21" (53.4cm) or a 21.5" (54.6cm) without too many problems, but 22" (55.9) will be too big for me.It's about getting the cockpit higher in relation to the saddle without having a silly amount of stem showing.
Rather than just getting a taller stem, etc (which would obviously be easier), I have decided to get a frame that actually fits, and that will look nicer when it's built up. - 54cm seat tube, ctc

There's a Thorn frame advertised on the CTC forum which might be OK - published measurements are a bit smaller than you're after (though I think reach shouldn't be too bad) but I know Thorn dimensions come up a bit funny so it might work. Made for someone 5'6" apparently.
