Tower Hamlets Council's 'Active Travel Officer' has told me that they can't draw any road design conclusions until they get the accident investigation report, but that they were already considering various proposals for Bethnal Green Rd, including cycle lanes - but only West of the Vallance Rd junction, i.e., not at this particular site.
