Is it time to start calling out bad cyclists?

Today, it's still there, and there are no other spots left. Tarp removed enough to lock my bike up. On the off-chance that Mr/Ms tarp-owner is reading - it's public parking. If you can't share, keep your bike inside!

It's not hard to cut a few small holes in the tarp in the right places and pass the pointy bits of the d-lock through the tarp+bike+stand+tarp and then apply the other half of the lock. That way, you only need half the stand and nobody can steal your tarp.

It's actually easier to do than to explain.
