I'm 5,11 and can fit most 54s with about 130mm stem with drops and hoods.
As yoav has said if you're new to this you'd best get a 56 and a cheap 110mm stem and go from there. Fit depends on body shape and what kind of riding you're doing. Stem length obviously depends also on the bars, hoods and riding too.
