I think you will find a cheap one on eBay.
I bought this this week for £4.94 all in, quill, 1 inch, 135mm:

Stems do go cheap on ebay. I stupidly missed a Cinelli recently that went for <£5 Even with postage they can be under £10.
There just aren't any at the moment that suit which will go for cheap (both the stems you posted are steel so I can't sand then down to fit the French steerer) and I really want to finish putting this bike together.
There's an auction that's over in a few days which I might bid on but then it's got to get posted and probably picked up from the sorting office.
I'm impatient, I'm hoping someone will say "I've one here, yours for a tenner", I'll ride over pick it up and be sanding it down tomorrow. It's the last part I need.
130 135 ( maybe 140) silver quill stem wanted.
It's going to get sanded down to fit a French steerer (22mm) so condition is not too important. It's for 25.4 bats so I'll probably have to shim it so 26 or 26.4 is fine.
I don't want an aero style eg Cinelli xa or Record.
And as I have to refinish it I don't want to pay ebay prices.
