This is the same thing that comes as standard on the Dahon Mu folders, and it actually works really well in keeping the chain and your trousers clean...

Is this not just a piece of corrugated tubing split along its length and wrapped round the chain? Or am I missing something?

I saw one of these in the Greenwich foot tunnel lift this morning and thought it looked a good idea for commuter bikes.

This has been done before, but with brightly coloured ones.
It got ripped then for being some pointless-bandwagon-jumping-hipster-fad.
I think it's actually an ok idea if it keeps dirt off. Especially in black. The only downside is it might keep water in and fuckup your chain over time and cause you to ignore it. But then chains aren't really that expensive.

This looks like it would keep the chain lubed/ cleaner, but there's no mention of it in the description.
