One problem with this 'road safety' reporting and the whole concept of road safety is because it is generally victim focussed the outcomes are always questions like:
What can we do to prevent cyclists being injured or killed?
rather than
What can we do to stop drivers killing people?
The more we focus on the drivers rather than the cyclists we'll stop talking about helmets and RLJing but on slowing drivers speed, punishing them more harshly for causing danger etc.
