  • This definitely doesn't sound right. There should be no play. "Bedding in" usually means getting looser, not tighter.

    Remove the top cap from the stem with a hex-key. Look inside. The very top of the fork steerer should be a couple of millimetres below the top edge of the handlebar stem. If it is flush, then there's no way of adjusting the tension on the bearing, so you'd need to add a narrow spacer. Then you can adjust the bearing in the normal way
