    ^ Anything that renders you not in full control of your vehicle can be regarded as an offence.

    Surely it's safer? The extra pair of wheels making you less likely to fall over, in one direction at least. Also, when used on the offside it forces drivers to give you more room.

    I think it's more likely the police stopped him to check he hadn't nicked it.

    I've seen bike thieves do this before. They ride their bike, and ghost ride the one they've just nicked.
